Q: does it accept cardstock and other thick paper?

Yes, it accepts card stock. I punch and bind brochures with cardstock covers, and regular paper inserts.

Q: Will this machine only allow the maximum thickness it can punch to be inserted at a time, I am tired of counting pages each punch?

I just put what looks like 15 pages in to punch; I don't count. Generally, if I can't get the paper to go into the punching area, then I have too much.

Q: Residue from using it causes the holes to be mis-punched. Do you have a tool that can be used to clear the track for the next project?

Once a year I have a project punching 100 books of 200 pages each and had no problem at all. So I don't know about what you asked and neither the tool for it. I am sorry not to be able to help and wish you best luck.

It punches only 20 holes. But you can probably fit the a4 paper, since the punch slot is about 11.75 inches. But the binding will look extra long on each end.
